Dubai Regulator Orders KuCoin and MEXC to Stop Crypto Activity

Dubai regulator VARA moves against KuCoin and MEXC, issuing cease-and-desist orders over alleged unlicensed crypto operations in the emirate.

Dubai's Virtual Assets Regulatory Authority issued cease and desist orders against two crypto exchanges after finding they were operating without approval. The regulator said the exchanges did not hold licenses required to offer virtual asset services in Dubai.

The warnings targeted entities linked to KuCoin and MEXC. VARA stated that both exchanges must stop any activity related to virtual asset services in or from Dubai.

$XRP is at the center of ultra-bullish calls after two crypto commentators pointed to a 2017-style fractal as the basis for a major breakout. The latest discussion started with analyst CryptoBull, who predicted that the $XRP price is on track for $10 to $11 by the end of March if its price action continues to follow its 2017 structure.

That outlook then led to a much bigger response from Remi Relief, who said his own conservative target for this cycle is four digits between $1,200 and $1,700.

CryptoBull’s Fractal Call To Double Digits

CryptoBull’s prediction is built around a familiar $XRP talking point: that the cryptocurrency is tracing a structure similar to its 2017 breakout. A 2017 comparison is one of the strongest bullish narratives available for the crypto because it points to the one period in $XRP’s history when price moved from relative quiet into a parabolic run in a short time period.

In his technical analysis, CryptoBull said he now believes $XRP is following the 2017 fractal and that this setup could take the cryptocurrency to $10-$11 by the end of March, adding that he expected six more days sideways before a push higher.

The chart attached to that post shows $XRP moving through a flat, compressed range under a horizontal resistance zone on the daily candlestick chart, with the green fractal path projecting a rally once that resistance is broken.


The structure is simple enough to explain: long consolidation, breakout through resistance, brief pause, then a vertical continuation. In other words, the chart is not presenting a slow grind upward like you might expect considering $XRP’s recent price action. It is presenting a replay of $XRP’s most explosive behavior back in 2017.

A new report by Messari, a crypto market intelligence platform, shows the network’s payment volume has surged dramatically by 755%, indicating that users are finally flooding back into the blockchain. Amid this surge, Solana has also seen a significant spike in its exchange-traded fund (ETF) despite its low price, indicating that users and institutional investors are returning to the market.

Solana 755% TPV Surge Point To User Comeback
In its new report, titled ‘State of Solana Payments,’ Messari reveals that the cryptocurrency is aggressively positioning itself as the backbone of global payment infrastructure. As of February 11, 2026, the report shows that Solana’s Total Payment Volume (TPV) recorded a 755.3% year-over-year growth rate, nearly tripling the median of 268.24% across traditional fintech giants and peer layer-1 blockchains.

The figures place Solana ahead of every competitor measured, including Ethereum at 625.2%, BNB Chain at 648.3%, and legacy processors like PayPal and Fiserv, which posted modest growth rates of 6% and 7.5%, respectively. Notably, the scale of Solana’s TPV growth points to a clear return of users to the ecosystem. Volume at this level does not occur without real on-chain activity, and the data shows that both developers and end users may be actively engaging with SOL’s payment infrastructure again.

The market’s first instinct in a crisis is usually simple: buy oil, buy gold, dump risk. The Iran war has blown that script apart.

With the Strait of Hormuz effectively shut and around a fifth of global oil flows caught in the line of fire, crude has surged to levels not seen in roughly two years. Reuters reported that U.S. crude jumped more than $10 in a single day, while Brent moved sharply higher as traders rushed to price in a genuine supply shock rather than another disposable headline. UBS analyst Giovanni Staunovo said that “every day the Strait stays closed, prices will go higher,” while Again Capital’s John Kilduff warned that the market’s “worst case scenario is developing before our eyes.”

That is not just an oil story. It is a macro story with teeth. Barclays now says Brent could hit $120 a barrel if the conflict drags on, and in a more extreme scenario it could go even higher. Once oil does that, central bankers stop being the stars of the market and become background actors. Inflation expectations rise. Rate-cut fantasies get kicked in the teeth. Consumer sentiment takes another hit. Suddenly, the thing that mattered most on Wall Street two weeks ago looks trivial next to a tanker map.
