Austin Campbell Argues That the Clarity Act, a Critical Bill for Cryptocurrencies, Is Unlikely to Pass


Speaking about the eagerly awaited legal regulations in the cryptocurrency sector, former JP Morgan and Citi executive Austin Campbell made statements that could change the industry’s perspective on the market structure law known as the “Clarity Act.”

Campbell argued that the quality of the law’s content and the approaches of the institutions involved were far more critical than whether the law passed at all.

Campbell specifically criticized the demands from large banks to ban stablecoin yields. He argued that banks were trying to block these yields because they saw stablecoins as a threat, claiming this was a major mistake.

“By opposing stablecoin yields, large banks are actually increasing their own funding costs and harming the global competitiveness of the US dollar. Stablecoin reserves are mostly held in instruments such as bank deposits and treasury bonds. Banks, who could be the biggest beneficiaries of this system, are lobbying against their own interests because of leaders who don’t understand the issue.”

Campbell stated that the bill was likely to fail due to political infighting in the Senate and disagreements among major institutions. However, he added that this was not the end of the world.

According to the analyst, the Clarity Act has become somewhat less important now that the “Genius Act” (or similar stablecoin regulations) has been passed. A legal framework is now emerging for banks to enter this field.

Campbell, who remains optimistic about the future, predicts that by 2035, much information and many assets, from property records to driver’s licenses, will be transferred to the blockchain.

Another important part of the development is the proposed XLS-372 standard, which could enable the creation of confidential multi-purpose tokens on the XRP Ledger. These tokens would allow users to protect transaction data while also offering selective disclosure keys. According to ledger data shared by Bullrunners and supported by KuCoin analytics, there are about 7.65 million active XRP wallets as of March 2026. Based on this data, a wallet needs roughly 46,323 XRP to enter the top 1% of all XRP holders globally.
XRP Rich List Breakdown
The updated wealth distribution across the XRP Ledger shows the following thresholds:
Top 0.01%: ~3,852,994 XRP (around 756 wallets)
Top 0.1%: ~295,194 XRP (about 7,554 wallets)
Top 0.5%: ~85,861 XRP (around 37,768 wallets)
Top 1%: ~46,323 – 48,087 XRP (around 76,000 wallets)
Top 5%: ~7,745 – 8,000 XRP (about 382,000 wallets)
Top 10%: ~2,307 – 2,486 XRP (around 755,000 wallets)
These figures highlight how concentrated XRP ownership is across the network.
Most Wallets Hold Very Small Amounts
The wealth distribution across the XRP Ledger reveals that most wallets hold relatively small balances.
3.7 million wallets hold between 0 and 20 XRP
2.5 million wallets hold between 20 and 500 XRP
Analysts often refer to these as “dust accounts,” which currently make up the majority of addresses on the network.
Institutional Holdings Are Not Fully Visible
Experts also point out an important limitation of the XRP Rich List. Institutional investors rarely hold XRP directly in personal on-chain wallets. Instead, they often use custodians, funds, or derivative products.
Because of this, the ledger mainly reflects retail investor holdings, meaning the real distribution of large XRP holdings could be different than what on-chain data alone shows.
Network Growth Continues
Another notable trend is the rapid growth of the XRP ecosystem. Since 2024, the number of XRP wallets has increased by about 30%. Despite the rise in participants, the thresholds for elite tiers such as the top 1% have barely changed.

Jordi Visser, a 30-Year Analyst, Explains the Event That Could Trigger a “Super Cycle” in Bitcoin

Appearing as a guest on Anthony Pompliano’s podcast, Jordi Visser, founder of Visser Labs, offered a striking projection of the global economy and cryptocurrency markets.

According to Visser, the risk of contagion similar to the 2008 financial crisis is looming in the financial world, and this could create a “supercycle” that serves Bitcoin’s original purpose.

Visser stated that the private credit market, worth approximately $4 trillion, carries a greater systemic risk than commonly believed. Arguing that restrictions on traditional banking (such as Dodd-Frank) have caused debt to shift to “off-balance sheet” areas and opaque private markets, Visser said:

“We are in a K-type economy where lower income groups are struggling. We will see who is who when liquidity starts to be drawn from the private credit market. Financial stocks have already fallen below their 200-day moving averages; this is usually the beginning of bad things.”

Visser compared the current situation to the 1998 Russian crisis and the 2008 Great Financial Crisis. He noted that rising oil prices and inflationary pressures are putting central banks in a tight spot, and pointed out that historically, Bitcoin’s biggest surges have occurred immediately following financial shocks.

According to Visser, investors will turn to Bitcoin as they shy away from “illiquid” and “non-transparent” assets like private loans and real estate. While the “doors closing” in the private loan market traps investors, Bitcoin offers 24/7 liquidity and complete transparency through the blockchain.

Visser predicts that in the event of a breakdown in the financial system, central banks will be forced to establish liquidity facilities, and argues that this monetary expansion will be “fuel” for Bitcoin.

Robert Kiyosaki, the outspoken author of the bestselling personal finance book “Rich Dad Poor Dad”, is once again warning his millions of followers about an impending macroeconomic collapse.

However, he insists a giant market crash is a buying opportunity.

Kiyosaki believes that Bitcoin will go up after the crash.
In a recent post on X, Kiyosaki pointed to billionaire investor Warren Buffett's massive cash reserves as a primary example of how to prepare for a downturn.

When asked why Buffett is selling stocks and sitting on billions, Kiyosaki explained: "Because he is 'keeping his powder dry' a.k.a. He is in CASH so he can buy priceless assets….after the crash and are on sale."

The author recently took millions in cash and deployed it into alternative assets.

Kiyosaki is confident the prices of gold, silver, and Bitcoin will surge after a “giant crash.”

This followed a late February announcement where Kiyosaki confirmed he had purchased another whole Bitcoin for $67,000 during a market dip.
Kiyosaki's recent Bitcoin-boosting statements have not been without significant pushback.

In early February 2026, the financial guru faced intense backlash on X after making contradictory claims about his investment history.

Kiyosaki claimed that he had actually stopped buying Bitcoin when the price was at $6,000 (a price not seen since 2020), and that he had stopped buying gold when it was $300 (over two decades ago).

Users on X were quick to point out that Kiyosaki had spent the latter half of 2025 and January 2026 loudly claiming he was actively buying Bitcoin at prices exceeding $90,000 and $100,000.
