Mike Braun has signed legislation allowing bitcoin and cryptocurrency investments in the state's public retirement and savings plans, opening the door for state employees to gain exposure to digital assets through self-directed accounts.

The measure, House Bill 1042, requires Indiana's public retirement boards, deferred compensation committees, and annuity savings programs to offer self-directed brokerage accounts that include at least one cryptocurrency investment option by July 1, 2027.

The accounts will allow participants to allocate a portion of their retirement savings to bitcoin, crypto assets, or crypto-linked exchange-traded funds, subject to investment guidelines and oversight established by plan administrators.

This is an important step toward turning NPC agents into first-class on-chain entities rather than external bots plugged into Web3.

This is foundational work. NPC 2.0 is not just about deploying agents — it’s about defining how intelligent actors exist on-chain in a composable and secure way.

Goldman Sachs Expects the Fed to Cut Interest Rates Twice This Year: “The Real Issue Is Timing”

Goldman Sachs maintained its expectation regarding Fed interest rate cuts, but stated that the timing of these steps remains uncertain due to global developments and economic data.

Goldman Sachs expects the Fed to cut interest rates twice this year.

Lindsay Rosner, head of multi-asset fixed income investments at Goldman Sachs, said that emerging signals of weakening in the labor market are a significant warning for the Fed. According to Rosner, delaying interest rate cuts could create economic costs. Furthermore, the short-term monetary policy outlook is significantly affected by the uncertainty created by the ongoing conflict in the Middle East.

Rosner stated that developments in Iran and their potential inflationary effects have overshadowed US employment data, further increasing uncertainty about the outlook for monetary policy normalization. Goldman Sachs said it expects the Fed to complete the remaining two normalization cuts in order to ultimately bring interest rates closer to a “neutral” level, but that predicting the precise timing of these steps is difficult in the current climate of uncertainty.

On the other hand, the latest employment data from the US also signaled a slowdown in the economy. Seasonally adjusted non-farm payrolls fell by 92,000 people in February, reaching negative levels for the first time since October 2025. Market expectations were for an increase of 59,000 people.

During the same period, the US unemployment rate also rose. In February, the unemployment rate climbed to 4.4%, reaching its highest level since December 2025 and exceeding market expectations of 4.3%.

US XRP ETF Inflows Hit 4-Week High as Australia Taps XRP Ledger for Digital Dollar
XRP exchange-traded funds (ETFs) are defying the bearish outlook in the broader cryptocurrency market and have registered the highest inflows in four weeks. The surge in institutional demand coincides with a major adoption of the XRP Ledger following Australia’s issuance of a regulatory license for the Australian dollar. At press time, XRP traded at $1.36, down 3.28% intraday. 

XRP ETF Inflows Hit $7.53M, Highest in 4 Weeks

Data from SoSoValue confirms rising demand for spot XRP ETFs among US-based investors despite declining network activity. On March 3, inflows to the product reached $7.53 million, which is the highest amount recorded since February 4. In fact, the data shows that the ETFs have recorded positive flows for the last six consecutive trading days.
Most of the inflows came from the Bitwise ETF, which saw $6.08 million, while Canary recorded $1.45 million. The total cumulative inflows for the product have now surpassed $1.2 billion, while the net assets are valued at $1 billion, equivalent to 1.21% of XRP’s market cap.

The recent data adds to the bullish month that XRP has recorded, with CoinShares recent report showing month-to-date inflows of $106 million. This is notably higher than Ethereum’s $53 million in outflows during the month. 

Per CoinShares, XRP ranks fourth in terms of assets under management, with fund managers holding $2.4 billion in XRP AUM. This is higher than Solana’s AUM of $2.15 billion.

The Bank of Russia has proposed letting banks and brokerage firms obtain licenses to operate crypto exchanges.

A New Crypto Play
A report published by Interfax on March 5 states that The Central Bank of Russia (CBR) Governor Elvira Nabiullina has proposed to allow banks and brokers to obtain crypto exchange licenses via a notification process, as based on their current licenses. This statement was made at the annual meeting of lending institutions with the Central Bank.

According to Nabiullina, the proposal aims to leverage the banking sector’s infrastructure for fighting money laundering and countering the financing of terrorism and fraud in order to better protect digital assets market clients. In what appears to be a conciliatory move between regulators and digital asset’s traders, Nabiullina directly addresses some of the main concerns typically raised by TradFi when arguing against crypto assets:

We hope that your extensive banking experience in AML/CFT [anti-money laundering and countering the financing of terrorism], as well as your experience in countering fraud, will help protect your clients in the crypto market once it is legalized.

The Crypto Proposal
The exchange permissions being notification‐based means that institutions could bolt cryptocurrency services onto existing financial licenses instead of going through a separate, standalone approval process.

Under the draft rules, crypto and stablecoins would be treated as “currency valuables”: Russians could own and trade them but using them as a domestic means of payment would remain restricted.

Regarding the risk level, Naibullina remain cautious. She clarified that there would be a temporary threshold for banks’ involvement in the asset class:

However, we would still like to limit the level of risk a bank takes in this area to one percent of capital. Let’s start by seeing how banks operate within the one percent cap, and then see whether we need to move forward.

Ethena buyers cannot catch a break!

Any respite the buyers got over the past 8 months has lasted only a week or two, at best. Since topping out at around $0.8, Ethena prices have been falling since August. They fell below the $0.21 support in mid-January. At press time, the price was just above $0.1.

This represented a 50% drawdown in five weeks. It was a warning to altcoin investors that losing major support levels can lead to quick losses.

The Directional Movement Index has shown a strong downtrend on the weekly chart since October. The MFI has been falling lower, with the A/D making new lows too. Together, they highlighted the absolute control bears have enjoyed in recent months.
