The U.S. CLARITY Act is running out of time to pass this year. Galaxy Digital's head of firmwide research, Alex Thorn, said on Saturday that if the bill does not clear the committee by the end of April, the odds of it passing in 2026 become "extremely low."

Thorn added that the legislation needs to reach the Senate floor by early May at the latest. He said floor time is limited and that "odds diminish every day that passes." Senate Majority Leader John Thune has already signaled the chamber will not take up the market structure bill before April, as the Senate is prioritizing the SAVE America Act first.

The SAVE America Act would require voters to show proof of U.S. citizenship in person when registering to vote. That sequencing pushes the CLARITYAct further down the legislative calendar, leaving little room to maneuver before the May deadline Thorn outlined.
