CFTC issues advisory on prediction markets as event contracts expand

The Commodity Futures Trading Commission’s Division of Market Oversight issued an advisory on prediction markets, reminding exchanges of their regulatory obligations as event contracts grow rapidly across trading platforms.

The guidance outlines requirements under the Commodity Exchange Act for designated contract markets listing event contracts, including product submission rules and core market integrity principles. The division said the advisory aims to support innovation while ensuring exchanges comply with existing regulations.

The notice also highlights considerations around sports-related event contracts, one of the fastest-growing areas of prediction market trading.

The advisory comes as the regulatory tone toward prediction markets has shifted. The previous administration sought to limit expansion of event contracts into new categories, but current CFTC Chairman Michael S. Selig has taken a more permissive approach since taking office in December.

Platforms such as Kalshi and Polymarket have helped drive the rapid expansion of prediction markets highlighted in the CFTC’s advisory. That growth accelerated after a court ruling in 2024 cleared the way for contracts tied to the US presidential election. Crypto.com soon launched sports prediction markets, with Kalshi later introducing similar offerings.

Polymarket, which previously operated an offshore platform offering sports trading, recently obtained licenses to launch a regulated US exchange focused on sports markets.

The sector has also attracted political connections, as Donald Trump Jr. serves as an adviser to Kalshi and Polymarket, while Trump Media and Technology Group is developing a prediction market product in partnership with Crypto.com.

Metaplanet Deepens Bitcoin Play
In a post on X early Thursday, CEO Simon Gerovich said the company’s board had approved the creation of Metaplanet Ventures and Metaplanet Asset Management. The first will focus on Japan’s domestic ecosystem. The second, based in Miami, is designed as a digital credit and Bitcoin capital markets business linking Asian and Western markets across “yield, equity, credit, and volatility strategies.”

The more immediate signal came from Metaplanet Ventures. Gerovich said the subsidiary will invest ¥4 billion over the next few years into firms building Bitcoin financial infrastructure in Japan, spanning “lending, payments, custody,stablecoins, derivatives, compliance.” He added that the company is also launching an incubator for early-stage founders and a grants program for open-source developers, educators and researchers.

Gerovich framed the bet as a wager that regulation is no longer Japan’s bottleneck. “Japan has built the best regulatory framework in the world for digital assets. Now it needs the companies, the builders, and the infrastructure to match. We want to help make that happen,” he wrote. That positioning matters. Rather than pitching the market as one still waiting for legal clarity, Metaplanet is arguing that the rules are already in place and the missing piece is execution at scale.

CBDC ban amendment clears Senate hurdle

The Central Bank Digital Currency (CBDC) ban amendment cleared the Senate, marking one of the key crypto regulatory updates this week. 

On the 12th of March, the U.S. Senate voted to include the CBDC ban amendment in the 21st Century Road to Housing Act. The amendment received broad bipartisan support and passed by an 89-10 vote. 

If the House passes it, it will effectively prohibit the Federal Reserve from issuing a CBDC or an alternative until 2030. Senator Ted Cruz had sought a permanent ban, but his proposed amendment failed, leaving the CBDC prohibition in effect until 2030.

SEC plans ‘narrow’ exemption for tokenized securities

Separately, the SEC has made a U-turn on suggested ‘blanket’ innovation exemptions for tokenized securities. 

In a recent statement, SEC Commissioner Hester Peirce highlighted that the agency will now focus on a ‘narrower’ vision.

Commission staff is working on an innovation exemption to facilitate limited trading of certain tokenized securities—much narrower than the “blanket” exemption mentioned in the draft recommendation.

However, the plans for DeFi exemption still face unresolved issues, as Peirce sought to understand how to handle P2P and intermediaries that don’t fall within the SEC’s current mandate. 

Previously, the agency planned a wide ‘blanket’ innovation exemption that would treat tokenized securities as an experiment and allow it to develop outside the current market oversight and regime.

However, a massive pushback from traditional players like Citadel Securities may have prompted the latest ‘narrow’ exemption vision.

According to the report, one of the most important factors behind this strong growth was the increase in demand for on-chain payments. The growing shift of users towards blockchain-based payment solutions contributed to the rapid increase in stablecoin transfers.

Stablecoins are generally known as digital assets pegged to traditional currencies such as the US dollar. These assets are widely used in the cryptocurrency market for transactions, money transfers, and providing liquidity in decentralized finance applications. Major stablecoins, such as USDC and Tether, in particular, generate high transaction volumes across different blockchain networks.

According to experts, the Solana network’s high transaction capacity and low transaction fees offer an attractive environment for stablecoin transfers. These features contribute to both individual users and application developers preferring the network.

The recent proliferation of decentralized finance (DeFi) applications, payment platforms, and on-chain trading services is also cited as a significant factor in the increased use of stablecoins.

Analysts say the growth in stablecoin transaction volume indicates a growing adoption of blockchain-based financial systems. The record transaction volume on the Solana network is considered one of the strongest examples of this trend.
