SEC and CFTC Sign Pact to Coordinate Crypto Oversight

The SEC and CFTC signed a memorandum of understanding on March 11 to coordinate oversight of digital assets across six priority areas.

A Joint Harmonization Initiative will align product definitions, clearing frameworks, and enforcement actions between the two agencies.

The agreement comes as Congress stalls on the Digital Asset Market CLARITY Act, with agencies opting to act independently rather than wait for legislation.

The US Securities and Exchange Commission and the Commodity Futures Trading Commission have officially signed a memorandum of understanding to coordinate oversight of digital assets, aiming to resolve long-standing jurisdictional disputes between the two regulators.

The now-signed agreement creates a formal framework for cooperation across several areas, including clarifying how digital asset products are classified, modernising clearing and collateral standards, reducing regulatory friction for exchanges registered with both agencies, and improving trade reporting and market surveillance.

Both regulators also launched a Joint Harmonization Initiative to implement the plan. SEC official Robert Teply and CFTC official Meghan Tente will lead coordination efforts covering policy development, examinations, and enforcement activities.

While developer activity across the crypto ecosystem is declining, Ethereum and Solana are leading the pack. Meanwhile, prices continue to weaken due to rising oil prices triggered by the escalating US-Iran conflict.

Ethereum and Solana Lead Developer Activity Amid Overall Decline

Artemis data shows that the Ethereum and Solana ecosystems are leading in developer activity amid a general decline in weekly code commits and weekly active developers across the crypto space. Within the Ethereum ecosystem, the Ethereum Virtual Machine (EVM) is the most active, with 31,620 commits per week.

Notably, several segments within the Ethereum ecosystem currently rank among the top seven in developer activity. Meanwhile, the Solana ecosystem follows closely, with its Solana Virtual Machine (SVM) Layer 1 and Layer 2 being the most active, with 7,056 commits per week. However, the entire crypto ecosystem has experienced a significant decline.

Further Artemis data shows that weekly commits have plummeted from an annual high of approximately 870,900 in March of last year to 217,500 in February.  Of particular note is the precipitous drop in weekly commits during the infamous "October 10th" crash in the crypto market, an event that triggered the largest liquidation wave in crypto history.

Similarly, the number of weekly active developers has also declined from an annual high of 10,600 in May of last year to 4,000. This metric has been steadily declining since the October 10th crypto market crash, indicating that current price movements are impacting developer sentiment. Despite leading the pack, Ethereum and Solana have also seen declines in weekly commits and developer activity.

Nearly three-quarters of all undersea fibre optic internet cables (which carry about 99% of international internet traffic) would need to fail to have a significant impact on Bitcoin, according to a study released earlier this year.

In research first published in February and last revised on March 12, researchers Wenbin Wu and Alexander Neumueller from the Cambridge Centre for Alternative Finance said they used P2P network data from 2014 to 2025 and 68 verified cable fault events to apply a country-level cascade model to determine Bitcoin’s physical infrastructure resilience.

They claim it to be the first longitudinal study of Bitcoin’s resilience to submarine cable failures, and it helps to answer a long-standing question about what would happen to Bitcoin if the internet were to be disrupted.
The researchers found that the critical failure threshold for random cable removal sits at 0.72 to 0.92, meaning 72% to 92% of all “inter-country” submarine cables would need to fail before more than 10% of network nodes disconnect.

However, the Bitcoin network was more vulnerable to targeted attacks on certain subsea cable chokepoints, with researchers calling it an “order of magnitude more effective,” with a critical failure threshold of 0.05 to 0.20.

Tor routing provides greater resilience

The study also found that Tor (The Onion Router) “creates a compound barrier to disruption,” given the current concentration of relay infrastructure in well-connected European countries.

Tor is similar to VPNs (virtual private networks), bouncing web traffic through a chain of volunteer-run servers around the world, wrapping each hop in a layer of encryption for privacy, like the layers of an onion.
