President Donald Trump's move to establish what he called a "Strategic Bitcoin Reserve" within the federal government was greeted with crypto-sector celebration at the start of his administration. The industry cheered it as further cementing the arrival of bitcoin $BTC$67,917.55 as a mature asset, but a year has passed, and there's still no reserve.

Trump's administration performed the initial job of accounting for the government's crypto holdings, but the U.S. bitcoin reserve is no closer to forming because of the outcome of one concept in the March 6, 2025, order: "the need for any legislation to operationalize any aspect of this order." Trump's Treasury Department lacks the needed authorizations for building the specialized accounts. That requires action from Congress, the White House has acknowledged, with Trump's crypto adviser, Patrick Witt, saying the situation presents "novel legal questions" that must be answered.

Lawmakers such as Senator Cynthia Lummis have pitched reserve legislation, and the current best chance for passage, according to people familiar with the legislative strategy, may be to get it into the National Defense Authorization Act at the end of the year. But Trump's White House would probably have to re-adopt the issue as a priority cause in order to make that happen.

Conjecture about the planning and funding of the reserve — and its cousin, a separate digital assets stockpile also ordered by Trump to gather every other type of cryptocurrency — has ebbed and flowed. Last month, CNBC markets talking head Jim Cramer spouted a rumor that Trump's people were poised to start filling the reserve when $BTC hit $60,000, despite the lack of a place to put it or money to buy it with.

Why Bitcoin keeps snapping back to $70k — and the $13B options “magnet” behind it

The Iran and Hormuz headlines hit first, then the options market took over, pulling Bitcoin back above $70,000 as positioning tightened.
Bitcoin’s rebound on March 4 looked odd if you only watched it through the usual “risk assets are breaking” lens. Oil was jumping, shipping insurers were repricing war risk, and traders were treating the Strait of Hormuz like a live wire. All of the headlines had the cadence of a full-blown crisis.

However, Bitcoin climbed back into the same $70,000 zone it has been orbiting for weeks, despite seeing a notable drop the weekend before.

Two factors explain that move.

The first is a pretty straightforward macro influence. Whenever the Middle East starts seeing oil shocks, markets quickly price in higher energy costs, messier supply chains, and a whole other range of negative outcomes. Joint US and Israeli strikes on Iran and retaliatory attacks across the Gulf caused disruptions in the Strait of Hormuz and led to a severe energy shock.

As threats around the Strait intensified, war risk insurance and freight rates spiked, leading to a quick surge in oil and gas prices.

The second factor is derivatives. While it's not the only cause of the recovery, it explains why BTC can drop on shock and then rebound into a familiar price band even while the market remains nervous. The biggest effect comes from options, where hedging flows can pull the price toward crowded strike zones.

The macro shock supplied the match, but the options market supplied the dry timber already stacked around $70,000.

The current $XRP position could offer one of the strongest risk:reward setups as downside fuel continues to deplete.

$XRP has witnessed one of its longest stretches of downward price action, having recorded five consecutive monthly red candlesticks, a bearish development that last played out in late 2016 to early 2017.

Within the past five months, $XRP has collapsed more than 52% to the current price of $1.36. However, market data shows the current $XRP price position could present a strong risk-to-reward ratio, as the downside fuel that has pushed prices lower over the past few months may be close to exhaustion.

Key Points

$XRP has recorded five consecutive red monthly candles for the first time in nine years, down 52% within this period, as downward pressure intensifies.

During the downtrend, $XRP filled all its previous wicks, including the one recorded in the Oct. 10 crash.

Market data shows that the downside fuel may now be close to exhaustion if the $XRP market is really in a HTF bullish setup.

As a result, the current position could offer one of the best risk-to-reward setups for investors, but a drop below $1.2 could invalidate it.

The $XRP price would have to reclaim the $1.61 price level and breach its diagonal resistance trendline for the bullish case to strengthen.
