EU securities regulator gives crypto platforms 3 months to remove unauthorized stablecoins
European Union crypto platforms have up to three months to end customer exposure to $USDT and other stablecoins that do not meet the bloc’s Markets in Crypto Assets (MiCA) rules under new guidance issued Thursday by the European Securities and Markets Authority (ESMA).

The guidance, issued as an opinion to national authorities, does not name any tokens. Tether-issued $USDT is the largest stablecoin by market capitalization and the standout large-scale example of a token that’s not authorized under MiCA. PayPal USD PYUSD$0.9996, the third-largest, is also not authorized.

MiCA’s stablecoin rules began applying in June 2024, requiring issuers of dollar-and euro-pegged tokens offered to EU users to meet authorization, reserve, redemption and disclosure requirements. ESMA refers to stablecoins as asset-referenced tokens and e-money tokens.

“ESMA considers that CASPs should not provide crypto-asset services in relation to ARTs or EMTs that are not compliant with the applicable requirements under MiCA (non-MiCA compliant ARTs or EMTs),” the regulator said, using an acronym for crypto-asset service providers.

Several platforms had already restricted $USDT for European users. MiCA’s full rules for crypto platforms took effect on July 1, forcing firms without authorization to stop serving clients in the bloc.

The guidance said authorized crypto firms must stop offering services that let EU customers buy, trade, swap or otherwise increase their holdings of affected stablecoins.

The rules cover exchange services, trade execution, transfers, custody, administration, advice and portfolio management.

National regulators should require any remaining customer holdings to be resolved “as soon as possible, and no later than three months” after the opinion’s publication, ESMA said. That places the deadline at Jan. 8, 2027.

World Liberty Financial (WLFI) executives used a panel at Token2049 in Singapore to lay out new plans for its USD1 stablecoin, saying the token is set to move beyond the WLFI app and into payments used by larger online businesses.

During the Wednesday discussion, WLFI CEO Zach Witkoff and co-founder Zak Folkman highlighted a partnership with Mesh—introduced by Mesh CEO and co-founder Bam Azizi—that is designed to let USD1 holders spend the stablecoin across Mesh’s merchant payment infrastructure. WLFI said the rollout is planned for this quarter.

Key takeaways

WLFI says USD1 payments are expanding beyond the World Liberty app to Mesh’s merchant network, with a launch targeted for this quarter.

The initiative is positioned as a direct way for USD1 holders to spend a dollar-pegged stablecoin across existing online checkout flows.

USD1 is currently issued via BitGo, backed by cash and cash equivalents including US government money market funds, according to WLFI’s published terms.

WLFI is pursuing a longer-term path to control issuance by moving toward a national trust bank model after receiving an OCC conditional approval in August.

USD1 heads toward broader online spending

At Token2049, Folkman framed the move as an effort to extend USD1 utility beyond a single consumer app. He said WLFI is not limiting adoption to its own World Liberty software, and is instead working to apply the same underlying technology to “some of the largest Web2 businesses” operating in the market.

The mechanism, as described on the panel, centers on a partnership between WLFI and Mesh. Azizi said the agreement would allow holders of USD1 to use the stablecoin across the merchant network connected to Mesh’s payment infrastructure, effectively bringing dollar-pegged token payments into established online commerce rails.

For investors and traders, the key question is

USDT is trading near $1.119, down 0.52% in 24 hours. 🔴 SHORT — momentum is slightly weak below $1.13, with $1.10 acting as the key downside level. 🎯 A break below $1.10 could target $1.07–$1.04. Reclaiming $1.15 would invalidate the immediate bearish view. This is a cautious short setup.
