The U.S. Securities and Exchange Commission has put forward a proposal which, according to SEC commissioner Hester Peirce, could help clear up years of confusion around how a key broker-dealer rule applies across markets. Summary SEC has proposed limiting Rule 15c2-11 to equity securities, reversing its broader 2021 interpretation that raised questions for crypto assets. A 60-day public comment period has been opened as regulators seek feedback on how the rule should apply and whether crypto falls outside its scope On Monday, the SEC proposed an amendment to Rule 15c2-11 that would limit reporting requirements for broker-dealers in the over-the-counter market to equity securities only, effectively reversing the broader interpretation introduced in 2021. The SEC Rule 15c2-11 was first introduced in 1971 to ensure broker-dealers maintain up-to-date issuer information before they can publish over-the-counter quotes. By placing obligations for firms to review and maintain current information about an issuer, the rule was designed to reduce risks in thinly traded markets, particularly in penny stocks. The popular Solana-based memecoin Pudgy Penguins (PENGU) is drawing the attention of crypto enthusiasts due to its strong performance over the past week. Today, following a 12% price surge, the memecoin hit a level that could potentially open the door for a massive upside move.

At press time, PENGU had climbed by over 12.13% in the last 24 hours and was trading at $0.0081. Meanwhile, during the same period, trading volume surged by 170% – A sign of strong interest from market participants.

This hike in trading volume is not only evidence of heightened participation, but also that traders and investors may be interested in the memecoin’s ongoing trend.

PENGU – Traders and investors turn bullish! 

While analyzing data from the derivatives tool Coinglass and the analytics platform Nansen, it would seem that both investors and traders may be reinforcing the current trend by betting on long positions and accumulating the token.

The latest data from PENGU’s Exchange Liquidation Map revealed that intraday traders were strongly positioned at $0.00735 on the downside and $0.00824 on the upside. At these levels, they built $3.11 million worth of long-leveraged positions and $815K worth of short-leveraged positions (Currently on the verge of liquidation).

This suggested that trader sentiment might be tilted towards the bullish side. Especially since they appeared to believe that PENGU is unlikely to fall below the $0.00735-level anytime soon

Strategy (formerly MicroStrategy) may move significantly closer to owning one million Bitcoin by the end of 2026 if it maintains its current acquisition pace.

Reaching that milestone would give the firm control of nearly 5% of Bitcoin’s fixed 21 million supply. Notably, the company currently holds approximately 738,731 $BTC. To reach the one-million mark, it would need to acquire about 261,269 additional coins over the remaining months of the year.
